Dont need a licence mate I fished the stone jetty / pier in los cristianos when I was there. Got loads of small stuff nowt to write home about but enough to keep the interest there like. Seen a few decent mullet swimming along the wall just couldnt hook one lol. Did hook a small octopus tho

been on a boat trip off lanzarotte a few year back, 60 euro`s, but was pure class, they suplied everything. and the fishing was out of this world.
