just as I said elsewhere, its not quite so bad as it appears, the increased quotas/reduction of days at sea is supposed to balance out the discards, so no more fish should be caught than at present, but some commercials will exploit.One thing I would of liked to have seen is the quota leasing system outlawed, a handful of big outfits monopolising the quotas, and re-selling quota allowance at a premiumthere's also the some new stuff where commercials can earn extra days at sea/quotas by reporting areas where they are landing small fish, then avoiding them/closing them as nursery areas. be nice to think that will work and get used properly
