Before I come to the end of my intervention let me say a few words about our proposal to reform the way we control fisheries activities in the future.

The most famous words contained in our proposal must be the words "recreational fishing". In some Member States our proposals in this regard have been misinterpreted alarming citizens that the Commission wants to start controlling millions of hobby anglers and impose quota restrictions on them. This would obviously be a crazy thing to do, and it is therefore not at all our intention to implement such a ludicrous system. Let me make clear once and for all that the hobby angler who catches a few kilos of fish every time he goes out fishing and uses it for his private consumption, will not be covered by the control regulation, even if he catches fish like cod which is under a recovery plan.

There are however facts and figures in abundance that show that certain forms of so called recreational fishing have a dangerously considerable impact on certain vulnerable fish stock. We cannot just keep restricting severely professional fishing on those stocks but give the recreational fishermen a free ride. They have to contribute as well to the conservation effort. It is with this balance in mind that the Commission will approach the issue in the context of negotiations.

We look forward to working with you on this question, on the whole control regulation and of course also on the reform of our policy. In any event, I know that we at the Commission can always rely on the Parliament to stimulate and support us in improving the lot of Europe's citizens.

thats why clarification has been asked for, to clear up the euro double talk, it was obviously written by a clueless non angler

What is a Bona Fide R.S.A.?

It is vital that a clear definition is made re. the term 'Recreational Sea Angler'.

As I've always maintained, for an angler to be classified as a bona fide 'RSA'
he/she should be committed to pursue his/her sport for the 'recreational' aspect of a day afloat or on a beach,estuary or riverbank with any fish killed as an added bonus.

The others who purport to be 'Recreational Sea Anglers' and view the situation from the 'commercial' aspect, whether it be from the sale of fish or revenue obtained by the charter of their vessels, are not true RSAs and should not be part of our equation.

Let the 'Commercials' stand alone. Their sole reason for wanting to be grouped with the millions of bona fide RSAs is for strength of numbers. Their very presence in the equation clouds the issues and weakens our case.

We received a telephone call at the office this week, regarding my advising anglers not to fill in the survey form which English Nature is carrying out on behalf of government regarding sea angling in this Country. I thought you might like to see what this person said ...

"I am phoning up because I am quite incensed about Sam Harrison's (doesn't even know my name) remarks on his hooked section of the Evening Chronicle on Thursday regarding the fishing column. He goes on to talk about that English Nature are visiting tackle shops and they are putting questionnaires for anglers to fill in so that they can get a snap shot of all their coastal areas that are faring at the moment, and he is advising people (anglers) not to take part in these questionnaires, now I think this is absolutely outrageous that he is actually advising the anglers not to take part in these questionnaires because at the end of the day how else are we going to monitor what will happen in a thousand yards of a coast line, now he is advising people not to fill these forms in and I think it is really really bad considering for years he has been making a living out of this exact information when sea angling clubs and individuals who catch fish, write to him or phone him up and tell him what's going on. What I would like to say also is if you were going to write this in the paper I would advise sea anglers as well as local angling clubs to send their information in to the government so they can do the survey and English Nature rather than send it in to Sam Harris. I think he's well out of order with this one and I just don't understand his thinking along it. That's all I need to say at the moment.

"We had a telephone call at the office this week from someone calling themselves "Alan Ganguly" of Cambois. (At least I use my real name when writing this column). This person is outraged at the fact I advised anglers not to fill in the questionnaires being distributed by English Nature on behalf of the Government, who are attempting to discover what catches and species we, as anglers, make. I would also point out that this survey concerns the whole coastline of the British Isles and not 1,000 yards of coastline as he seems to assume. As for making my living out of writing these columns is concerned, I am afraid I wouldn't get very far on £20 a week ! If Mr. Ganguly cares to ring me, I will point out to him the reason why we, as sea anglers, should refuse to have anything to do with this survey. Incidentally, other local and national angling journalists are also advising against giving the information this questionnaire is asking for as we all feel that this information will lead to the introduction of sea angling licences. Just to let you know also ... my Producer on the Sea Angling section of "Howe's Fishing" on BBC Radio Newcastle has been trying to get an interview regarding these questionnaires and the implications of what will be done with this information - so far, after speaking to several people their only response at present is "no comment".

Am I missing something? :confused: I haven't seen the content of the questionnaire but as Sam has stated they want to discover what catches and species we, as anglers, make. Sam prints details of all that in the Chronicle, Charlton in the Journal, Matchman in Sea Angler, the local clubs have their comp results on their webpages. Then of course we have sites like this where we are happy to provide exactly that information. So by not filling in the questionaire what exactly are we going to achieve - the information is already in the public domain and will clearly show that we are catching virtually nowt.

If its just me having a blonde moment please put me right :D....I know you will;)

Great comment Pottsy...and exactly what myself and Loopy said to the heads at Natural England when we were invited to a meeting down south. I actually printed a few match reports off here and passed them over. Have they done anything about it...I doubt it ...that would be far too easy.

Can I suggest you take up the questionaire thing with a guy called Mark Duffy of Natural England. I believe he is the head of maritime policy and I got the impression that when he says jump ...people there say how high? I will email his contact details. He has always responded to my emails in the past. If he is not available you would need to find the contact details for whoever took over Rob Blythe Skyrmes positon at NE.
