I think the hundreds of thousands they spend on their boats is the problem Duncan , it puts them in an awkward position regards fish stocks, they know they have to meet the payments on the boat and they know how much fish they need to land to meet them , if the scientific advice says they can only afford to land x amount or risk destroying the fish stocks and the bank says they need to land y amount or risk having their boat repossessed, what do they do?
