massive amount to consider heres a few random thoughts/ideas
size--for me nothing less than 20ft for north sea
inboard/outboard????--outboards are getting more reliable each year.
experience level of the 3 of you ??????? if none join a club,do a couple of charters,get some formal training under your belt,may seem expensive,but so are funerals.
make sure you have adequate maintainance to your vessel,get advice from coastguard on safety issues/equip
do you want a fast boat or an 8knot plodder????
boats are expensive,but but split 3 ways should be a big help the enjoyment levels are massive.
DONT go to the pub to discuss/make decisions/agreements
plan it,and you will be fine---enjoyAUDENTES FORTUNA JUVAT

slow is not necessarily good, because it takes you much longer to come back into harbour when the weather turns

IMO i cant see you getting a 20ft boat for 4k, a small trailor boat maybe but i half decent inboard/outboard and your looking at 8k min i would say, i sold my Arvor 18 that was 12 years old for £10,400 with out the gps and life saver equipment.
The quick silver range say a small pilot house would be the closest to your money thou still a couple of ££K off.
BOAT= Bring Out Another Thousand
Best thing i have ever purchased on the flat days at sea with the sun beaming down, moeny drain during a long spell of bad weather ha
