With the SNP winning an overall majority they passed a mandate to ask for a referendum. The UK government agreed to it, they could have said no, as they were constitutionally able to do. However the parliament in London, Labour, Tories, LibDems et al agreed to a referendum, so please don't try to blame Salmond, or Scotland!
He has not baled out either. The Scots decided on a no vote, so he has taken the admirable decision to step aside and allow another SNP MSP to be First Minister and take the cause forward. He will of course remain an MSP and take a full role in the Scottish Parliament.
