weather conditions the cost

hi how can i start this off??this severe weather we have been having ie rain and more rain. what are we going to be billed for now .damage to water works/higher costs for food in shops/ more cash req for damms/ higher insurances with all the rain this summer ok no water shorter this year but next year???
who are going to get punished for all this rain have a guess i think it might be us the taxpayer again
