In the older days, people who were unemployed often lived in council houses, so while they didn't pay rent, the Government was not paying out any money, they just lost out on the rent. Now they pay out millions of pounds to private landlords, who are rich anyway and typically Tory supporters and ignorant people blame the unemployed for the cost!
The scandal is paying private landlords huge rents, the unemployed never see the money, so this nonsense of £25,000-£30,000 a year on the dole is just that, nonsense! 80% plus is given straight to landlords.
Try living on £71 a week!! You can't! Which is why I presume some people work on the side!! Who can blame them??
