the waves can be coming over in the barrier area but towards the end its fine.
i looked accross this morning and the heugh was definately fishable as the sea had dropped right off but there was the odd splash coming over the barrier.
but... the winds been picking up all day and there are white tops forming again so it will be lifting again.

If I had time I'd a been on the Heugh today, if you have good local knowledge then you know when you can and can't go on.
The slightest bit of a sea on and it comes over the barrier, more at low water. Also comes over at the start of the breakwater too.

People see water splashing up and think its dangerous. Its dangerous when it doesn't splash up, but rolls over the pier. Splash - you get soaked, roll, you get hurt.Davy

I remember when i was a lad we fished the Heugh all the time when it was open to the public. Used to run to beat the waves mid section. Loads of times i heard the crash of the wave and the thump when it hit the pier wall so it was a case of running to the fence and jumping up onto the bottom wire whilst you held the top wire. The waves came over and washed over you and underneath. You then got three quarters along and it was safe as houses. Mind there was still a fence.
