Whitley pipe can be a good spot to spin for mackerel and puddlers.
With bait, I usually fish it as a low water summer mark. It fishes OK through the day, walk to the end and cast at about 45 degrees to the pipe, so aiming north east to put your bait on the rough ground. You’ll get coddling and puddlers and have a better chance if you use peelers. Casting square to the pipe, aiming north will put you on sandy ground that can throw up some good plaice. The south side is shallow and full of kelp and very heavy ground but not many fish.
Don’t even think about fishing there if there is any sea on, the waves wash straight over it and I’ve known a couple of people who have been wash and seen others have their gear taken by the waves.

      Good luck.

Just to add to what Kevin has said; you'll get about 2 hours down and an hour & a half up on moderate to good tides and a bit longer on the big tides. On a small tide, the end sometimes isn't even uncovered. I like it best on the bigger tides, a good chuck off the end puts you into probably the deepest water you'll get around Whitley and a good bit of tide.

Also, don't ignore the skeers in front of the lower prom. You can go left onto the Old Pipe End, which can be a very good daytime shot, and I always like to have a couple of chucks at least in the corner (opposite the steps that come down from the lower prom) before making my way along to the end. You don't need a big chuck here; 50 yards is about right.

As Kevin said, don't go along the pipe if there's more than a couple of foot swells and keep an eye on your gear. Many's the time I've had to fish the whole session with everything hung from my tripod. When it's properly flat it's not such a problem (and to be honest that's when I think it fishes best).

When looking straight off the end, best to keep your casts anywhere from just to the left of the pipe to chucking towards Whitley beach. Chucking from straight off the end anywhere to the right is very heavy ground and you won't get much back

You’ve got it; walk to the end and when you get there cast to the left a bit.

Be very carefully going down the steps from the prom, they are lethal, bits missing and very very slippery

Best sea to fish it in is a south easterly at the elbow, and only on a small northerly swell on good size tides.
