old rod found!

Sorry if this is in the wrong section of the forum.
I got this rod given about 20 years ago by a neighbor who moved away!
It's 3 peice and he's a wooden handle! It's marked Carswell on the grip and is 17 foot 2 inches long
I don't know if its a salmon rod or what? It's in good condition for its age and the whippings have been taped over for some reason.
Has anyone seen one before?

i still use one of those but mine is the 32 ft version, casts ok but when you put it in the trpod after a cast it still bounces around for about 15 minutes
