If they are public beaches then by default any members of the public may use them. Unless of course you are breaking an actual law that is passed in parliament, like endangering life with a lethal weapon or shooting someone with a shotgun

Sussex sea anglers and their supporters say that this is unreasonable and unacceptable. We do not accept banning groups of beach users as a constructive way of engaging with the local community or visitors to the areas, whether we are fishing, riding a horse or walking a dog.
We say NO to these bye-laws and call on the council to remove them.
