I asked EA about the laws regarding sea trout caught by youngsters
If the youngster is under 12 then he does not need a rod licence from ourselves. He would not need one for sea fishing anyway. We would encourage them to return it but he is not legally obliged to - as he is not licensed by us.
If he was over 12, and had a migratory trout licence then he could, by law keep the fish. If he did not have a migratory fish licence then he would be obliged to return it.
There may be local byelaws that mention seasons for allowing sea trout to be caught, so you would need to check depending on the area you're thinking of.
