undersize fish(!)

just when you thought it was safe to go back into the forum....

ok, not what it seems. Question that has puzzled me for a while. and I\'m not interested in the undersize right/wrong debate, bee there done that etc

question that I\'ve always wondered is that, whilst there obvious size limits for fish, why is all the frozen bait you but clearly undersize??, caught in countries with no limits?, cos its not for consumption the rules don\'t apply?? any ideas?

they are caught from areas/countries that have either different or no size limits, this is the case with frozen pike baits anyway.
