    me ,warm n dry.as suggested floaty suit n a warm pair of boots.you can always save for a pair of chesty's when your more confident and go wading

      a use neoprene chesties and an imax flotation jacket for the winter n never been cold for the past 2 winters but you do sweat a bit if you have t walk far but its worth it t be warm

        Personally, chest waders are out for me; after falling over in the surf in my youth and having those neoprene mothers fill right up nearly ended me. They weighed about 3 tonnes when full, not that easy trying to haul yerself outa the frothy stuff. And I looked a total berk too.
        If on a budget, and your not intending any actual wading, try TK Max for ski wear; I got a seriously warm and breathable pair of sallopettes for 25 well spent pounds. The jackets are about £40/£50.
        If your not on a budget and want the safest option, I reckon it'd gotta be a flotation suit.
        It's a bit of a personnal one, and it's really down to yourself; but take it from some one who surfs as well as tries in vain to catch fish, the sea really does have a mind off it's own
