have a look at cheap pike rods... 9-10ft and not much bend really, or maybe a fladen beach caster (there usually 12ft and cant cast 6oz to well but should handle 4oz. I have a cheap fladen BC that you can try if you want like... I caught on it so anyone else definitly will lolSpecies: Cod, Bass, Coalie, Flounder, Dab, Rockling, Mackerel, Plaice, Pollock, Ballen Wrasse, L/S Scorpion, Common Blenny, Weaver (unfortunately), Whiting, Common Eel, Trout, Pike... think that's it

I would have a look around and see if you can come up with a 9' pier rod, it would be ideal. Not too sloppy but not too stiff either. Just have a look around your local tackle shops, most of them have a good few cheaper rods that the younguns can learn with.
I just did a quick Google for Ron Thompson pier rods and they do one for £29:99. That's just one firm, you can try Shakespeare too they usually have some canny stuff. Only problem with buying on the web though is you can't feel it to see if it is suitable, hence the trip around the local shops.
Hope this helps a bit.
