Usually find the tackle shops do a combo deal on a rod and reel mate, 7' - 9' rods normally. I use 8lb line on mine mainly for the lift up the side of Blyth pier. Cheap spinners £1 - £1.20 ish, can never recall the weight on them though! I've got the Shakespeare Targa spin 8' combo (as per this page Anglers Corner), which I've had for at least 5yrs now I think and it's been cracking for the price.

Mackerel Spinners
A strip of 3mm thick stainless or brass 90mm long x 9mmwide = one ounce. An ideal casting weight.
Drill or punch a 3mm hole as near to each end as you can and put a slight 'joggle' in the bar so it's like an elongated 'S'. This will make it 'flutter' in a way that mackerel find irresistable.
A split-ring at each end with a small treble on one and a small swivel on tuther completes the job. You can knock ten up in nee time for next to nowt.
