bass on the beach

got this photo off paul rogers last night
him and mark weigmann
were fishing the big beach and they had lots of flounders and this bass
all went back

Sless ,do you know if was on bait or were they spinning ??

only ask ,because of fixed spool ,and what looks like light line ,be good if they were plugging
