On second thoughts, its probably not superglue for that same reason

if it's super glue, boiling water will do it,
keep away from acetone chemical, these will damage the rod finish.

if, however the tip light holder has been stuck on with no nail's or similar product a wouldn't have a clue.

Seems OK according to all the gumph out there.
Very high heat resistance and even used on F1 braking systems.

I'd still be nervous in firing up a rod tip though.
Maybe try an old bit of rod or something else carbon fibre to see if it's affected before going the whole hog.
Another thing may be to freeze the tip. Epoxy becomes brittle and might be easier tapped off when it crystalizes.

after all that the rod arrived this morning,he said good condition on the ebay listing, with new conoflex shrink tube plus he said it has a movable reel seat and one eye had been repaired.turns out theres a hugh glued on reel seats that going rusty, half the eyes are starting to rust, some high build is flaking off ,the shrink tube has 3 small holes in it,its got sand in the spigot and the tip tape is like nothing ive seen before.the only good thing is the glued on tip light holder is held on with selotape, the rod needs a full rebuild

Get yourself up to a reputable retailer such as NETS and have them draft up a report on it for you.
In the event that the seller declines to repay you in full for an item wrongly described you can issue a money claim online for the losses you incurred as a result.

Good condition is something in the eye of the beholder and an opinion based on the sellers perspective in these sort of cases. If he thinks it in good condition and you don't, you'd need to be able rely on a report as described.

It's a right sod though. You bought something you thought was just what you wanted and it turns out be a load of $hite.

a rod builder is looking at it this afternoon, going to rebuild the rod to match the new one I bought.same colours ect,ive opned a ebay case and told them I want a refund to go towards sorting the rod as its not as listing says, ive taken pictures of the rod as it came.he also sent it in a carpet tube that's was to short so he taped another bit to the top so it covered the rod.its was flopping side to side so its amazing it got to me intact

                                Be VERY careful here.
Legally you are entitled to only the cost of putting the rod in the condition it was described AFTER agreement with the seller, or by sending it back for a refund. Actually it's down to the seller to have it done up to a satisfactory standard, not you. At least not prior without consent.

If you keep it and have it done up you'll have implied acceptance. Make sure you don't rely only on Ebay refund policy as the seller could still instigate a small claim action for non payment and non return of the product.

It would be a real messy situation if you had the rod done up, got a refund from Ebay and then the seller demanded the rod back, as he would be entitled to.
