this happened to my new conoflex Anubis plus, I used the green side of a pan scrubber and give it a gentle rub , I then rubbed it with a pencil , its been ok since , the more I used it the better it became .

Use some silicon grease if you have it or Vaseline.

              Don't rub it down.

As has been said, don't take any kind of abrasive to it, you risk completely knacking the spigot. I've had a similar problem with my Primo Synchro, sorted it by using some PTFE spray and then re-treating whenever it starts getting a bit stiff and it has been trouble free ever since. You can pick up a can for a couple of quid in Halfords / B&Q etc. Sorry Bigfoot but I wouldn't ever recommend Vaseline either, it will pick up all sorts of grit and sand which will then wear away at your spigot almost as bad as taking some wet and dry to it.

Loads of good advice on this thread from WSF: Easing tight spigots

I tried wd40 on mine and it made it worse , I couldn't part it and had to seek help from a neighbour to split it .

with zippies coming in blank form , then getting one built what some times happens the rod builder will but a butt wrap on it , this some times can compress the carbon , even one hundred of a thou and will need a touch and a small touch removed from the male spigot , i just done one yesterday for ian barron , if you dont no what your doing and your local i will do it for you , does not take long

I use Vaseline on all my rods (fishing rods that is) if they get a bit stiff, and never had any problems.

I do clean them after every trip, you're right sand will stick to it so they do need to be wiped down.
