Miliband wants sea anglers to pay for a licence!

This idea will go down like a lead-free bottom weight! South Shields MP and Environment Secretary David Miliband wants to hook every British sea angler with a new “stealth tax” and charge them for a rod licence in the same way as freshwater fisherman have to pay for their sport. Apparently it’s all part of his plans for a right to roam around Britain’s coastline and the licence fee is designed to help pay for the costs and (wait for it) will help preserve fish stocks!

Ministers are proposing charges to cover beach anglers, boat fishing and charter trips, overturning a British tradition enshrined in common law nearly 800 years ago.

David Miliband, the Environment Secretary, wants to use the licence fee to help manage fish stocks. It would also be used to protect and improve shore access and car parks, provide launch sites for small boats and create artificial reefs. Part of the money would be used to administer the scheme itself.

Now I don’t know how much David has learned about sea angling since becoming the town’s MP, but surely he must be aware that cod and mackerel stocks in the North Sea have been depleted over the years by the intensive factory fishing by Russian fleets rather than by anglers standing on beaches and piers. Besides, a lot of anglers being sportsmen, return many of their meager catches to the sea. A public right to fish dates to the Digest of Justinian, a Byzantine legal codification, in the sixth century AD. The Government has invited comments on its proposals and a new Bill is not expected until 2009.

I’d like to know just how he intends to police such an idea, how many inspectors would be required to march around Britain’s coastline checking on anglers at piers, jetties, beaches, and in small boats to see if they have a rod licence? Hopefully by 2009-10 their will be a different government in Whitehall anyway!

              Sadly it is True.

You can read about it in an article in today's telegraph at :

Some of you may remember a post I made here a few weeks ago about the Recreational Sea Anglers Strategy - at this link :

The intentions of defra to introduce a licence are included within this document (the rsa starategy) which sea angling reps from NFSA and SACN have contributed to on your behalf. The legislation to enable DEFRA to overide the magna carte (or whatever ancient law allows you to fish for free) is set out in the marine Bill white paper which is currently out for consultation.

The process started a couple of years ago now when the Inshore fisheries working group was formed. Over the last couple of years they have devised this strategy on your behalf (you should be greatfull to nfsa for representing you and for doing this on your behalf). One of the very earliest goals of the IFWG was to engage with the countries sea anglers through clubs organisations and the angling press. For some reason this hasn't happened and I'm left wondering how we are on the verge of having a licence imposed on us and the majority of anglers still think its gossip or rhumour and many have never even heard of it. Why has this not been in sea angler magazine ? why has someone not come into these forums and spread the word ? I can only assume its because our angling organisations the NFSA and SACN actually want it to happen.

At this very late stage in the process about all you can do to oppose the sea angling licence is to make a reply to the government when they make a public consultation on the RSA Strategy (date to be released soon).

Sadly asking how it will be enforced etc will not derail Mr's Milliband And Bradshawe who are already counting your cash. The reason being they are aware that a licence scheme is already running successfuly for sea anglers elsewhere in Europe and also in Australia whose coastline makes ours looks miniture.

Something that is also going unnoticed here is Defra's intention to introduce bag limits, close areas of our coastline (to all of us including anglers) and a licence for bait collection with measures also being propoesd to ban bait collection in some areas.

Sorry to be the bearer of bad news boys, but you must understand this is coming and the only way to stop it is to do something now before it is too late.

This in my humble opinion is scare mongering!!!!!!!!

                IT WILL NEVER HAPPEN!

Fresh water guy's pay a licence and stocks replenished, fishing areas looked after, rubbish removed etc etc etc...what would sea anglers receive to justify a licence - for gods sake, we can't even access marks that are renowned cod venues...

I have already dismissed this thread.....

Some smartarse oxbridge wallah will have an idea on policing it - talking rocks perhaps "Oy You, Where's your licence" or they'll be forcing us to hand over our irises when we go to buy bait.

                        The Heugh.

Mr Milliband should come on the heugh one day. What a disgrace. This once proud breakwater was a real asset to Hartlepool. Now its a crumbling wreck. Apparantly it will do just a good a job when it collapses as it does when it stands. (yeah).
Steetlys days are also numbered, when the private housing estate goes up. I,ve heard its going to be dynamited.
The amount of youths who could happily fish on the heugh like i did when i was a lad has also gone up in smoke. sitting round the shopping centre is probably the alternative.
I walked along the pier at Sunderland today and i don,t know who pays for its upkeep but it is in fantastic shape.
                        A tale of two areas.
