My answer to the problem of people "not turning up", would be to CHARTER the boat. : ie set a total price for a day's fishing say for example £200.00. If anyone want's to charter the boat, this would be the cost between the whole party. So if the boat was licensed for 10 anglers, then assuming whoever books the boat wants to bring 10 people, the cost would be £20.00 per head. However, if more room is required, then whoever books it can say for example only bring 6 people, but the cost per head would then be £33.50 each (or thereabouts).
The point I am trying to make here, is it should be left up to the "booker" of the boat to organise his or her party for numbers, and make sure they get the money from them first. That way the onus is purely on the "booker".
Now I know people are thinking :"individual anglers could miss out here, if the boat is run on a charter basis"
The solution : If someone books the boat for say 8 people, the skipper could then ask him if he would be willing to add two other outsiders to his party, if anyone else was ring up and ask if there is a place on that particular day. This would keep the parties cost down, but would compremise on room. However if the booker wanted to keep the party down to 8, then that would be his choice, but obviously the cost per individual in his party would be more.
Sorry if this is long winded, but I used to charter a boat from Berwick, which was licensed for 12 people. However I always kept the number to only six. This doubled the price for each of us, but everyone agreed the massive amount of extra room was worth every penny. I also took the money from everyone who said they wanted to go before the trip. If someone then wanted to "drop out", it was up to them to arrange for another individual to go, so they could get their money back.
