What is the make of boat as it looks like an inspection hatch but if its a foam filled hull it could be sodden.

Does it have a self draining deck? if not, maybe there was a bilge pump fitted in there to drain the deck.
      Cheers, Keith.

There are 6 old screw holes and my guess is it would of had one of these fitted and it was to check if water had got in. I bet its a foam filled hull which has gone soggy. Sea hog, and alaskas used to have these in the cabin to keep check on the foam filled hulls

The biggest question is what make of boat and how old is it?

This may determine if it has a hull which could possibly be water logged.

If it's foam filled and waterlogged the boat is gonna be carrying a LOT more weight - 1 cubic metre of water = 1 ton quite easy to have half a cubic metre of soggy foam at least.

hard to suggest a remedy without knowing more about the boat, pics, make etc etc

if it is foam filled and waterlogged, getting rid of it is gonna make an enormous difference to performance for starters

if you empty that water out with a sponge, cover it back up and check it again tomorrow and its full again, you will know the foam is waterlogged and flowing back into the hole

I would say it would be better to get some inside the boat one showing where the inspection hatch is and one at the back showing the sump and where the bilge pumps are.

Is there also a drain plug in the sump where it lets water out from under the deck?
